Oil packaging: the regulatory framework is taking shape

Following the decree of November 2025, which established the principle, a new milestone has just been reached: the amendment to the specifications incorporating packaging from the sector into the Extended Producer Responsibility (EPR) scheme for ‘oils and lubricants’ was published in the Official Journal on 24 July 2026.

In practical terms, Cyclevia can now begin the practical implementation of this new responsibility. The producer responsibility organisation has four months to submit a supplementary application for accreditation to the Ministry for Ecological Transition, including in particular:

• An overview of the current management of used oil containers

• An estimate of the quantities of waste concerned

• A projection of eco-contributions

• Changes to governance and associated resources

To compile this documentation, Cyclevia is simultaneously carrying out work to characterise packaging within the sector, through representative sampling campaigns (urban and rural areas, garages, recycling centres).

At this stage, specifications do not yet set any quantified collection and management targets: these are still to be determined, based on a waste stream analysis to be carried out by Cyclevia.

The overall deadline for this new responsibility is set for 1 January 2027. Cyclevia’s teams are fully committed to preparing for this transition and providing the best possible support to the stakeholders concerned.
