The obligations set out in European Waste Directive 2008/98/EC of 19 November 2008 have now been transposed into French law.
To this effect, the recent French AGEC (Anti-waste and Circular Economy) Law n° 2020-105 of 10 February 2020 introduced a new extended producer responsibility (EPR) scheme applicable to mineral, synthetic or industrial oils and lubricants, as from 1 January 2022.
In light of this, the French Professional Lubricants Centre (CPL) took the initiative to create a producer responsibility organization alongside companies wishing to take part. This organization’s mission is to take responsibility for collecting and treating waste oils on behalf of producers.
CYCLEVIA was created on 1 October 2021 and obtained six-year government approval on 24 February 2022, thereby becoming the industry’s producer responsibility organization.

A COLLECTIVE

CYCLEVIA is a private, non-profit company stemming from:

Oil companies who are members of UFIP Energies et Mobiliités, (French Union of Oil Industries)

Grease industrials who are members of the Chambre Syndicale Nationale de l'Industrie des Lubrifiants (CSNIL – The French Union of Lubricant Industries)

Non-affiliated companies who are members of the Centre Professionel des Lubrifiants (CPL – the French Professional Lubricants Centre)
When the company was created, 22 companies joined forces to set up an Extended Producer Responsibility scheme. They account for 80% of the French lubricants market.
To meet their legal obligations, these companies chose to create a “financial” EPR scheme for an initial three-year period, with a model that covers costs related to collection, transportation, regeneration and recycling. This solution is well suited to the scheme’s particularities and protects the industry’s competitive structure.
Still within the framework of its obligations, CYCLEVIA will change to become a “combined” EPR scheme in 2025. The producer responsibility organization, which up to now has financially contributed to operations and offered operators an “open house” approach, will also support collection and regeneration operations for a part of waste oils.

Participate in developing new and innovative solutions: eco-design, biodegradation, a totally circular industry.
In practice and in order to achieve these objectives, CYCLEVIA provides the industry with funding in order to enable it to collect waste oils at no cost.
CYCLEVIA carries out audits to improve the efficiency of practices and to ensure that the collection system functions properly.
CYCLEVIA is overseeing the gradual growth of regeneration, namely by encouraging the incorporation of regenerated oil into the composition of new products and by conducting technical studies aimed at developing these new regeneration solutions.


In concrete terms, since 4 April 2022, CYCLEVIA has been in a position to carry out all of the missions defined by regulations. The producer responsibility organization participates towards the collection costs of registered operators. It also makes the scheme’s gradual implementation easier and provides for backdated coverage of collection costs that may have been incurred by waste oil holders since 1 January 2022.
This backdated coverage also concerns CYCLEVIA’s other financial obligations (treatment, local authorities, French overseas territories, etc.).
If you’re a manufacturer, an importer or a retailer selling own-brand mineral oils or equipment containing mineral oils on the French market then it’s your responsibility to join a producer responsibility organization.
As a marketer (also called “producer”) and under the French AGEC Law (Anti-waste and Circular Economy Law) you are responsible for the products that you introduce onto the French market and the waste that they generate at the end of their life cycle. To manage this waste, marketers can often choose between registering with a collective structure or implementing their own individual system. However, in the case of our EPR scheme, and owing to the nature of the products concerned, a collective structure is obligatory.
