A new stage in our request for proposals for the construction of a regeneration plant in France.

It’s happening! Having talked about it for a while, the request for proposals to build a mineral or synthetic oils regeneration plant capable of producing group 2/3 oils is now entering a practical phase.


This national-scale project, initiated and entirely managed by CYCLEVIA (notably by Latifa Braïda, our Technical Studies Manager), will meet the market’s growing need and is proving to be particularly strategic in the development of the French lubricants sector.


For this project's new phase, we have just selected two partners who will join us in drafting the specifications for the request for project proposals. We give a warm welcome to RDC Environment and ARTELIA Industrie!


RDC has been providing assistance to EPR schemes for more than 20 years and has recently carried out studies for the waste oil sector on behalf of the ADEME and the European Commission’s Joint Research Centre. This new partner has a firm grasp of the sector’s stakes and challenges especially regarding regulations, costs and environmental impacts.


ARTELIA has also provided assistance to industrial companies in design, engineering and project implementation over the last two decades. It has notably been involved in projects modifying waste oil recycling units over the last few years.


This consortium’s expertise in regard to technical aspects (end product quality, process requirements and plant construction) and financial aspects (efficiency calculations, financing criteria) will enable CYCLEVIA to precisely and reliably define the criteria for selecting the projects submitted and to specify the candidate evaluation procedure.


Working groups comprised of experts have now been created focusing of 5 major areas: specifications for process input and output oils, industrial processes and how the industry works, industrial tools, costs and financing.


The objective: publish the request for project proposals by the end of 2024. Following this, a new phase will then open during which companies submitting proposals will be able to work on the solutions that they wish to submit, implement and finance. The date for submitting these proposals has not yet been set but everything will be done to ensure that they are given enough to respond.


CYCLEVIA, in addition to initiating and managing this RFP will also finance part of the project. However, the work of the producer responsibility organisation does not stop there. We will work on the outlets of these regenerated oils and on enhancing their image!


This project is essential for the sector’s future. Having such a plant in France will improve the sector’s circularity, reduce its environmental impacts and meet the ever-increasing needs of manufacturers in terms of excellent quality regenerated oils.
