The decree defining the new EPR scheme for commercial packaging was published on 18 November 2025. It included an important confirmation: mineral and synthetic oil containers are now excluded from the scope of the ‘packaging’ EPR scheme and will be fully integrated into the EPR scheme for oils and lubricants.
In practical terms, this means Cyclevia will now be responsible for waste packaging in its sector. This long-awaited and welcome decision recognises the specific nature of this waste and the producer responsibility organisation's long-standing commitment. This new framework marks a significant step forward and will bring greater consistency for all stakeholders. It will enable:
Simplified procedures
Cost optimisation
Better aligned and understood responsibilities
It also rewards Cyclevia's constant efforts to educate about the need to treat this packaging like
the oils it contains, i.e. as hazardous waste requiring specific and strictly regulated management.
Cyclevia is now awaiting the publication of the bill of specifications, which will set out the
operational procedures, objectives and deadlines. In the meantime, the teams are already
preparing for this new stage and providing the best support to the stakeholders concerned!
