French overseas territories (DROM-COM): CYCLEVIA confirms its commitment.

On 10, 11, 12 October 2022, André ZAFFIRO, CYCLEVIA’s Managing Director, travelled to Mayotte to meet with the industry’s local private and public stakeholders. This was the producer responsibility organization’s third trip to French overseas territories in just 6 months, following one in April to Reunion Island and one to Guadeloupe in July 2022.


To oversee the transition, ensure flow continuity and prevent the risk of waste oil discharges, CYCLEVIA fully appreciates what is at stake and is undertaking substantial commitments to ensure the continuity of operations under the current organization.

Among the measures planned (or already in progress)...

  • The creation of a French Overseas Territories Manager with the aim of monitoring and managing the scheme’s operation as closely as possible. This position should be filled by October.

  • The backdated coverage of costs as from 1 January 2022.

  • A 2022 eco-fee scale tailored per territory based on proposals from operators in line with their collection and shipment costs.

Since 1 September 2022, the DROM-COM local authorities can sign agreements with CYCLEVIA according to the same conditions as local authorities in mainland France and, when fully registered, benefit from free collection.

In addition, CYCLEVIA is creating and implementing a specific waste prevention and management plan for local authorities in these territories, that aims at improving the efficiency of waste collection and treatment to make it identical to that generally achieved in mainland France within three years following the plan’s implementation.

Lastly, CYCLEVIA will work on developing local pre-treatment or treatment solutions with the goal of also respecting subsidiarity principles in these territories, thereby preventing long and costly shipment.

Another stopover in Reunion Island to meet with local authorities.

André ZAFFIRO will take advantage of his trip to the region to meet with local authorities again on Reunion Island, on the morning of 13 October. Indeed, since 1 September 2022, local authorities in mainland France and overseas can register with the producer responsibility organization and benefit from free collection. As part of his support role, André ZAFFIRO will explain what this change means and will answer any questions that the local authorities may have.
