3R

Waste reduction strategy > Reduce, Reuse, Recycle. A decree implementing the AGEC law, the so-called ‘3Rs’ decree was published in 2021. The decree does not set any bans, but defines targets for the period 2021-2025 to move towards an end to the marketing of single-use plastic packaging by 2040. This means:
• Reducing our waste
• Reusing our objects to extend their lifespan
• Sorting our waste so that it can be recycled

ADEME (French Environment and Energy Management Agency)

Department of the Ministry for Ecological Transition responsible for environmental and industrial risk prevention.

AGEC Law (Anti-Waste for a Circular Economy)

French law adopted in 2020 aimed at speeding up the transition to a circular economy, by strengthening EPR channels and banning certain disposable products.

Additives

Chemical compounds added to oils to improve their performance, for example by reducing friction, improving resistance to oxidation or preventing the formation of deposits.

CCFA (French car manufacturers' committee)

Organisation representing French and foreign car manufacturers operating in France.

CNPA (National Council of Automobile Professionals)

Organisation representing automotive service companies in France, including garages, dealers, spare parts distributors, vehicle rental companies and other players in the sector.

COFRAC (French Accreditation Committee)

Body which accredits organisations involved in conformity assessment (certification, inspection, etc.).

CPL (Professional Lubricants Center)

Organisation which brings together, either through their respective unions or individually, most lubricant and lubrication additive formulators in France.

CSIAM (French Association of Car and Motorcycle Importers)

Represents foreign vehicle importers in France.

CSNIL (National Union Chamber of Industry Lubricants)

Represents lubricant manufacturers and distributors in France.

CSR (Solid recovered fuel - SRF)

Produced from non-recyclable waste, used to replace fossil fuels.

CiFREP (French Commission for Extended Producer Responsibility)

Co-ordinating body for the various EPR sectors.

Circularity / Circular economy

Model aimed at limiting the waste of resources and maximising their reuse or recycling in a continuous cycle.

Collection

The initial stage of waste management involving the collection of end-of-life products, often carried out by licensed operators or local authorities. Collection may include home collection, collection points or waste collection centres.

Collectors

Companies approved to collect and temporarily store used oils before they are processed.

DGPR (General Directorate for Risk Prevention)

Department of the Ministry for Ecological Transition responsible for environmental and industrial risk prevention.

DREAL (Regional directorate for the Environment, Planning and Housing)

Departments of the French Ministry for Ecological Transition, responsible for environmental regulations and monitoring EPR schemes at regional level.

Drainage oil

Waste lubricating oil removed from an engine during maintenance, containing impurities such as metal particles, combustion residues and other contaminants. These oils must be collected and treated to void environmental risks and to enable them to be regenerated.

Drop-off center

Local facility where private individuals can drop off their bulky, specific or hazardous waste free of charge for collection and treatment.

EIC (Industrial and Commercial Packaging)

Packaging designed to meet the logistical needs of companies.

EPR (Extended Producer Responsibility)

Principle according to which producers are responsible for managing waste from the products they place on the market, including collection, recycling or disposal.

EPR channel

Specific organisation set up for a type of product or waste (e.g. used oils, packaging, electrical equipment), bringing together the obligations of producers, eco-organisations and local authorities.

Eco-contribution

Financial consideration paid by a company (manufacturer, distributor or importer) to an approved eco-organisation for the disposal of waste from the products it places on the market, as part of an EPR scheme.

Eco-design

An approach that incorporates environmental aspects from the design phase of a product, in order to reduce its impact on the environment throughout its life cycle.

Eco-modulation

Adjustment of eco-tax based on a product's environmental criteria. Certain more virtuous (eco-designed) products may be exempt or be subject to a lower eco-tax. Conversely, less virtuous products may be subject to a higher eco-tax.

Eco-organisation

Structure approved by the government to manage, on behalf of producers, the collection and processing of waste under EPR schemes.

Energy recovery

The process of recovering energy from waste treatment, particularly in the form of heat, electricity or fuel. Used oils are reused as a substitute fuel in industry.

FEVAD (Federation of Distance Selling companies)

Organisation representing online retailers.

Group 1/2/3 oils

Base oils are classified into different groups to reflect their quality, chemical composition and performance.
• Group 1: Base oils produced by simple refining with limited performance at high temperatures or in extreme conditions.
• Group 2: Base oils refined by hydrotreating, offering better purity, which are better suited to modern formulations requiring greater thermal stability and a longer service life.
• Group 3: Base oils obtained by advanced processes such as hydrocracking or isomerisation, characterised by very high purity, a low viscosity index and a low viscosity.

Hazardous waste

Category of waste presenting a significant risk to human health or the environment due to its toxicity, flammability, corrosiveness or reactivity. Used oils are classified as such.

IBC (Intermediate Bulk Container)

Large-capacity container used to store or transport bulk liquids.

Info-tri

Signs on packaging to help consumers sort their waste. Provides information on where to dispose of items that have reached the end of their life and/or that you wish to get rid of, either at a waste collection centre or at a collection point.

Marketers, also known as Producers

Under the regulations, any natural or legal person who professionally places mineral oils on the French market is considered to be a marketer. These marketers may be manufacturers, importers, resellers or principals of mineral oils or materials containing mineral oils under their own brand name. Under the AGEC Act, they are responsible for the products they place on the French market and the waste they generate when they reach the end of their life cycle. It is therefore their responsibility to join an eco-organisation.

Material recovery

Recovery, reuse, regeneration and recycling of materials extracted from waste to manufacture new products.

Members

Our members are all manufacturers who have a contract with CYCLEVIA. By becoming members, they transfer to CYCLEVIA their responsibility for the collection and treatment of their waste oils. Our members finance our action through the eco-contribution.

PCB (Polychlorinated biphenyls)

Persistent organic pollutants that break down very little in nature and accumulate in various environments, particularly in soil. These substances are classified as dangerous under the CLP regulation: carcinogenic and toxic for the environment.

Recycling / Regeneration

The process of transforming waste so that it can regain its original properties or be transformed into reusable raw materials. After treatment, used oils can regain their initial characteristics and be used in the composition of new oils.

Repair

Refurbishing a damaged, broken or dysfunctional object so that it can once again fulfil its original purpose. Repair extends the life of objects by avoiding their replacement by a new product. This action takes place once the object has acquired the status of waste, and requires refurbishment.

Reuse

The action of recovering an object/material to give it a new life without transforming it (or only slightly modifying it). This action takes place before the object acquires the status of waste.

SYDEREP (EPR declaration system)

Platform enabling companies to declare their financial contributions to eco-organisations.

Stock

Total quantity of used oil available for collection in a given sector or geographical area.

Treatment

All operations aimed at transforming or eliminating waste, including regeneration, recycling and incineration.

Treatment operators

Companies in charge of recycling, regeneration and energy recovery within our sector.

Types of containers

Plastic 20L / Metal 25L or 50L / Barrel 200L / IBC 1000L

UFIP (French Union of Oil Industries)

Organisation representing companies operating in the oil and gas sector in France.

Waste oil purity

Criterion determining their suitability for regeneration, linked to the absence or limitation of contaminants (water, PCBs, particles, etc.).

Waste oils

All mineral or synthetic lubricating or industrial oils that have become unfit for the use for which they were originally intended, such as used combustion engine and transmission oils, lubricating oils, turbine oils and hydraulic system oils.

Waste prevention

All measures aimed at reducing the quantity and harmfulness of waste produced, for example through eco-design, repair or re-use.
