CYCLEVIA 
GROWS
SIGNIFICANTLY IN 2023

Two years ago, in March 2022, CYCLEVIA obtained its authority approval for a 6-year period. After a first year of hard work, which saw foundations laid and the scheme's stakeholders rallying around a shared goal and the implementation of our first few measures throughout France, 2023 saw CYCLEVIA grow significantly. This second year was also the year in which the strong results it has achieved for all its missions and its objectives were confirmed.

Today CYCLEVIA is more autonomous, more structured and more efficient. We have also succeeded in standardising our relations with operators and have acquired a stability and a legitimacy that provide us with the means to work and act.

Successful integration within our circle of stakeholders

CYCLEVIA has established collaborative work with all the scheme’s stakeholders. Collective brainstorming started at the beginning of the year with the creation of an Operations Technical Committee (OTC), with its first few meetings and with the implementation of the first solutions. All collection and treatment operators are now registered. Constructive dialogue with the public authorities has also been initiated.

Thanks to member eco-fees, CYCLEVIA now has the means to achieve its goals and carry out its business. 2 illustrative initiatives:

The introduction of eco-modulation

Based on a bonus/penalty system applied to marketer fees, this measure aims at inciting them to design products that are less hazardous, easier to collect and regenerate or that incorporate regenerated base oils.

The introduction of the “ Info-Tri” label

Aimed at helping households to improve the sorting of their waste, this new label devised by the French Government, was applied to waste oils by CYCLEVIA this year. The producers will have until the end of 2024 to affix it to their products designed for the general public.

Regeneration and recycling are at the heart of our scheme’s project to develop more circularity. From the beginning of its creation CYCLEVIA has always supported this vision.

REGENERATE MORE,
BUT ABOVE ALL BETTER

To improve the quality of regenerated oils and meet the needs of a market striving for excellence, in 2023 CYCLEVIA laid down the basis for a call for project proposals for the construction of a regeneration plant in France capable of producing group 2 or 3 oils. This is a first in France and will ultimately represent a new source of high-quality regenerated base oils for formulators.

Many projects have also been undertaken locally, the results of which should be seen in the months and years to come. In particular:

In Guadeloupe, 1st experiment in collecting waste oils and their packaging in partnership with vehicle maintenance centres.

On Reunion Island, participation in the 2nd exceptional shipment of 800 tonnes of waste oils in dire situation on the island

In Martinique, the signature of an agreement to contribute to the “Garage Propre” (Clean Garage”) label and work with local authorities to integrate a collection programme during events.

During the year, the producer responsibility organization’s growth and prominence was also illustrated by the preparation of a waste prevention and management plan establishing CYCLEVIA’s roadmap for its overseas activities for the next 3 years.

Major projects are
already on the agenda

  • Preparation of our move towards a combined EPR scheme by 1st January 2025
    This means that CYCLEVIA will continue to fund operations but will also support collection and regeneration operations for some waste oils.

     

  • Request made to the public authorities to “regroup” the producer responsibility organization's obligations in order to include oil packaging within its current scope (just oils). The decision is expected in the second half of 2024.
     

  • The preparation of a common waste prevention and eco-design plan

Even if our EPR scheme is advancing well, it was crucial for CYCLEVIA to make plans for its 6-year authority approval period as from 2023 by imagining and preparing, internally and externally, major projects to shape and increase the responsibility and circularity of the industry. 
Our “regrouping” request is emblematic of our way of thinking.

The local presence of CYCLEVIA to provide information and advice to local authorities and their municipal recycling facility workers is also paying off. In this respect, ready-to-go communication kits have been created for them.
